I tried looking and can't seem to find a page like it, I was hoping maybe we could have a regularly updated page showing where you can obtain permanent weapons or other items and how so.

Impossible since it changes from server to server, while a weapon can be obtained permanently at X server, it may be obtained as a temporary one in server Y.
